Council is proud to support public events and celebrations in our community. There are a number of options you can explore.
The City will not recognize organizations or events that discriminate based on any prohibited grounds as defined by the Human Rights Act, 2010; are not compliant with municipal, provincial or federal legislation; or are deemed to be political in nature (with the exception of any activities required as part of election legislation).
The City’s has discretion to reject a request that, in its sole opinion, is not directly related or directly of interest to the City’s vision and values, authority or role. Final authority to approve or deny requests rests with the City Clerk. Approval is considered a one-time approval and does not indicate approval on an annual basis.
Proclamations |
Proclamations are ceremonial documents signed by the Mayor that designate a day, week or month. They recognize the efforts and commitments of an event or organization that enhances the community, encourages public awareness, and/or provides recognition for events that are significant to the City. Please note that:

Banner or flag raising |
The courtesy flagpole at City Hall may be used to recognize occasions or events of local, provincial, national or international significance. We may also make the space above the main door available to hang a banner.
In order to be eligible for flag/banner raisings, the event and any related flags/banners must be non-commercial, non-political and non-religious in nature. The request must come from an official organization, not an individual. The requesting organization must be based in the St. John’s area or have a local St. John’s area chapter or contact representing the organization. Outside of official protocol events such as visiting delegations, flags of nations are not eligible.
During periods of half-masting, courtesy flags will not be flown. If an event occurs requiring half-masting while a flag is flying on the courtesy pole, the flag on the courtesy pole shall be removed during the half-masting period. |

City Hall has coloured lighting on the outside of the building that can be requested to support a special day, week, month or event.
Please ensure your request meets the standards outlined in the Protocol Policy. The request must come from an official organization, not an individual. The requesting organization must be based in the St. John’s area or have a local St. John’s area chapter or contact representing the organization.
