Salvation Army Week, December 9–15, 2024WHEREAS: We are approaching the final stretch of the Salvation Army’s Christmas Kettle Campaign, an essential initiative in the fight against poverty and food insecurity here in St. John’s; and
WHEREAS: The Salvation Army is committed to ensuring that no one is alone in their time of need—that they have an entire Army on their side; and
WHEREAS: This holiday season, I, Mayor Danny Breen encourage citizens to come together and make a difference by contributing to a Christmas Kettle or donating online at salvationarmy.ca; and
WHEREAS: It is through our collective efforts that as a city and as a community that we can give hope today and to those in need.

Economic Abuse Awareness Day, November 26, 2024WHEREAS: Domestic Economic Abuse is a common but overlooked form of domestic violence that limits an individual’s financial autonomy, including denying access and control over resources or constraining economic freedom; and
WHEREAS: Barriers to economic resources undermine a survivor’s independence, including the ability to flee abusive relationships. Economic Abuse has detrimental effects on a survivor’s mental and physical well-being and other social determinants of health; and
WHEREAS: Economic Abuse happens across socio-economic status, race, and age and is exacerbated by intersectional and systemic factors; and
WHEREAS: Economic Abuse survivors have the right to be free from violence and must feel empowered to regain control over their lives; and
WHEREAS: All levels of government must work to prevent Economic Abuse; and
WHEREAS: The City of St. John’s commits to supporting victim-survivors of Economic Abuse and encourages everyone to inform themselves about the signs and impacts of Economic Abuse.
THEREFORE: I, Mayor Danny Breen, do hereby proclaim November 26th, 2024, as Economic Abuse Awareness Day in the City of St. John’s. National Housing Day, November 22, 2024WHEREAS: Since 1998, municipalities and other organizations across the nation have recognized National Housing Day on November 22nd. National Housing Day recognizes that having a safe, secure home is a basic human right and a key pathway out of poverty. It is important for all levels of government, organizations, and communities to work together to provide affordable and adequate housing that will make a real difference in the lives of many people who require shelter; and
WHEREAS: The City of St. John’s has adopted a ten-year Affordable Housing Strategy to create solutions across the housing continuum. The strategy was developed and is being led by the Affordable Housing Working Group which includes representation from all levels of government, the community sector, and private industry; and
WHEREAS: Communities across Canada are experiencing an affordable housing crisis that has highlighted systemic affordability issues and is exacerbated by broader economic turbulence; and
WHEREAS: National Housing Day is meant to raise awareness about housing and homelessness and encourage events designed to focus on the needs of individual communities. This year a forum has been planned; and
WHEREAS: This event will explore demographic shifts and their impacts across the housing sector so that the community can better understand immigration patterns and vulnerabilities within the housing supply crisis;
THEREFORE: I, Mayor Danny Breen, do hereby proclaim November 22nd as National Housing Day in the City of St. John’s.
National Child Day, November 20, 2024WHEREAS: November 20, 2024, is recognized in Canada as National Child Day and internationally as World Children’s Day to commemorate the Convention on the Rights of the Children. It’s a special day to celebrate the rights of children everywhere, to help them live happy, healthy lives so that each child may reach their full potential.
WHEREAS: The City of St. John’s Recreation Division has celebrated National Child Day for over 20 years and would like to continue to bring awareness of the rights of children in our community and abroad; and
WHEREAS: In recognition of National Child Day, the Meet the Mayor contest was one of the activities that enables a student from the City’s Elementary schools an opportunity to meet the Mayor and attend the Council meeting here today. Other activities will be held throughout the week to celebrate. Visit the City’s Calendar of Events at www.stjohns.ca for more information; and
WHEREAS: In recognition of National Child Day/World Children’s Day, all citizens are encouraged to wear blue on November 20 and to use the hashtag #NationalChildDay on social media to bring awareness of children’s rights around the world; and
THEREFORE: I, Mayor Danny Breen, do hereby proclaim November 20th, as National Child Day in the City of St. John’s.
Global Entrepreneurship Week, November 18-24, 2024WHEREAS: Entrepreneurship is a driving force behind economic growth, innovation, and job creation in our city; and
WHEREAS: Global Entrepreneurship Week (GEW) is the largest annual celebration of entrepreneurship, showcasing the creativity and determination of entrepreneurs worldwide and is hosted in Canada by Futurpreneur, an agency dedicated to supporting young entrepreneurs; and
WHEREAS: The City will host Young Voices in Business in recognition of the week; and
WHEREAS: Our city welcomes entrepreneurs from all walks of life who contribute to the fabric of our society, creating jobs, inspiring innovation, and fostering a culture of resilience and creativity; and
WHEREAS: We want to acknowledge the success and hard work of our entrepreneurs and their commitment to our community;
THEREFORE: I, Mayor Danny Breen, do hereby proclaim November 18–24, 2024, as Global Entrepreneurship Week in the City of St. John’s. World Town Planning Day, November 8, 2024WHEREAS: November 8th has been celebrated as World Town Planning Day since 1949; and
WHEREAS: the Newfoundland and Labrador Association of Professional Planners (NLAPP), part of the Canadian Institute of Planners, uses this day to mark the contributions of planners to their communities and the wider environment; and
WHEREAS: this day is a time to recognize the role of good planning in creating livable, sustainable communities with a high quality of life for all citizens and at all levels of government.
THEREFORE: I, Mayor Danny Breen, do hereby proclaim November 8th as World Town Planning Day in the City of St. John’s.
Chinese Railroad Workers Memorial Day, November 7, 2024WHEREAS: 17,000 Chinese pioneers were recruited to Canada in the 1880s to help build the transcontinental railroad. The railway united Canada from coast to coast and laid the foundation for economic and industrial prosperity; and
WHEREAS: Tragically, over 4,000 Chinese railroad workers died during construction due to unsafe working conditions, landslides, and premature blastings; and
WHEREAS: On November 7, 1885, during the hammering of the last spike, Canadian Pacific Railway (CPS) company director Donald Smith was surrounded by dignitaries and railroad workers, yet not one Chinese face appeared in the iconic Canadian picture. This omission underscores the important of marking November 7 as a day to pay tribute to our Chinese Railroad Workers and honor their contributions to the building of our nation; and
WHEREAS: After being recruited, the Chinese were banned from Canada through the Chinese Immigration Act (also known as the Chinese Exclusion Act). This discriminatory law took effect on July 1, 1923, what most Canadians call Canada Day, which the Chinese Community calls “Humiliation Day”; and
WHEREAS: The Chinese Exclusion Act banned Chinese immigrant for 24 years until its repeal in 1947. During the exclusionary period, many wives and children in Chine were separated from the Chinese men in Canada; and
WHEREAS: The Foundation to commemorate the Chinese Workers in Canada calls upon Canada’s 14 capital cities to proclaim November 7, 2024, as Chinese Railroad Workers Memorial Day
THEREFORE: I, Mayor Danny Breen, do hereby proclaim November 7, 2024, as Chinese Railroad Workers Memorial Day in the City of St. John’s.
Hope Air Day, November 5, 2024WHEREAS: Access to healthcare is a fundamental right for all citizens, regardless of their geographic location; and
WHEREAS: Hope Air, a charitable organization, has been tirelessly dedicated to providing access to healthcare by facilitating free flights and other transportation assistance for patients in need who must travel long distances for specialty medical care, ensuring they can receive vital medical treatment regardless of distance or financial means; and
WHEREAS: The City of St. John’s recognizes the invaluable contributions made by Hope Air to the health and well-being of individuals in St. John’s and Newfoundland and Labrador’s remote and rural communities by providing them to access to specialty medical services far from home. The impact of Hope Air extends beyond the individual patients served, positively affecting families, communities, and the healthcare system by promoting wellness and reducing the burden of untreated medical conditions; and
WHEREAS: We urge all citizens to join us in celebrating Hope Air Day as an opportunity to reflect on the significance of ensuring equitable access to healthcare for all members of our society. Let us reaffirm our commitment to supporting initiatives that promote health equity and extend our gratitude to Hope Air for their unwavering dedication to serving those in need; and

Indigenous Disability Awareness Month, November, 2024WHEREAS: Indigenous (First Nations, Inuit, Métis) Peoples across Canada experience a disability rate higher than Canada’s non-Indigenous population and often face unique barriers and discrimination that impact their ability to fully participate in the social and economic opportunities available within our city and province; and
WHEREAS: Indigenous Disability Canada is committed to the ideal of an inclusive society based on respect and understanding where Indigenous Peoples with disabilities and the significant contributions they provide are celebrated and valued; and
WHEREAS: The City of St. John’s wishes to join Indigenous and non-Indigenous communities, provinces, disability organizations, persons living with disabilities and their families across St. John’s and Newfoundland & Labrador, in recognizing and celebrating this diverse and important segment of our society.

International Credit Union Day, October 17, 2024WHEREAS: Credit unions are financial cooperatives, democratically owned and operated and founded by people working together toward economic advancement; and
WHEREAS: Credit unions embrace a “people-helping-people” philosophy through the pooling of personal resources and leadership abilities for the good of the cooperative, empowering members to improve their financial futures and uniting to help those in need; and
WHEREAS: Credit unions have championed the idea that people from all walks of life should have access to affordable financial services offered by credit unions; and
WHEREAS: Credit unions empower people to improve their economic situations in 118 nations around the world at more than 87,000 credit unions that serve the financial needs of approximately 400 million members, including more than 20,000 NLCU members in Newfoundland and Labrador; and
WHEREAS: Credit unions are developing strong alliances that make financial democracy possible in many countries throughout the world.
THEREFORE: I, Mayor Danny Breen, do hereby proclaim October 17, 2024, as International Credit Union Day in the City of St. John’s. Fire Prevention Week, October 6-12, 2024WHEREAS the City of St. John’s is committed to ensuring the safety and security of all those living in and visiting our City. Fire is a serious public safety concern both locally and nationally, and home are where people are at greatest risk to fire; and
WHEREAS heating, electrical equipment, smoking materials are among the leading causes of reported home fires, cooking equipment is the leading cause of home structure fires and associated injuries are the third leading cause of home fire deaths. Working smoke alarms cut the risk of dying in reported home fires in half; and
WHEREAS City of St. John’s first responders are dedicated to reducing the occurrence of home fires and home fire deaths and injuries through prevention and protection education. St. John’s residents are responsive to public education measures and are able to take personal steps to increase their safety from fire, especially in their homes. Residents who have planned and practiced a home fire escape plan are more prepared and will therefore be more likely to survive a fire; and
WHEREAS the Fire Prevention Week 2024 theme, “Smoke Alarms: Make Them Work for You!” effectively serves to remind us all of the simple actions we can take to stay safer from fire during Fire Prevention Week and year-round.
THEREFORE I, Mayor Danny Breen, do hereby proclaim the week of October 6-12, 2024, as Fire Prevention Week in the City of St. John’s this first day of October 2024. I urge all the people of St. John’s to heed the important safety messages of Fire Prevention Week 2024 and to support the many public safety activities and efforts of the St. John’s Regional Fire Department’s Fire and Emergency Services. I call upon the people of St. John’s to participate in fire prevention activities at home, work, and school and to take the steps needed to make their homes and families safe from the leading causes of home fires, which include cooking, heating and electrical. Green Sports Day, October 6, 2024WHEREAS: in 2024, City Council published a Climate Emergency Declaration and called on all sectors to participate in an accelerated transition to sustainable practices; and
WHEREAS: the sports sector has historically been recognized as a framework for improving public health, accelerating the local economy and facilitating social change in St. John’s and has significant potential to contribute to the city's climate goals; and
WHEREAS: Green Sports Day has served as an unofficial celebration within the sports sector for green progress regarding greenhouse emission reduction goals, waste reduction targets, increasing equitable opportunities to participate in sports in clean and safe environments, and to encourage continued sustainability efforts.
THEREFORE: I, Mayor Danny Breen, do hereby proclaim October 6, 2024, as Green Sports Day in the City of St. John’s. National Seniors Day & United Nations International Day of Older Persons, October 1, 2024WHEREAS: communities across Canada have joined together on October 1 to recognize National Seniors Day and the United Nations International Day of Older Persons; and
WHEREAS: National Seniors Day focuses on celebrating and honoring the fundamental role seniors play in the prosperity of our communities and our country; and
WHEREAS: seniors in St. John’s contribute in many ways to our community and are involved in all aspects of our lives, as parents, grandparents, teachers, volunteers, mentors, and neighbors; and
WHEREAS: CARP NL, a participating organization of the Seniors Advisory Committee, is an advocate to ensure fair treatment for all seniors in an age friendly city; and
WHEREAS: for 2024, the participating community and organizational representatives and the city staff of the Seniors Advisory Committee of the City of St. John’s have partnered to develop a program of activities to enable our older citizens to engage, socialize and reconnect; and
WHEREAS: the City of St. John’s today launched the Seniors’ Day celebration with a flag raising ceremony at 10:30 AM this morning, October 1, 2024.
THEREFORE: I, Mayor Danny Breen, do hereby proclaim October 3, 2024, as Seniors’ Day in the City of St. John’s, and urge my fellow citizens to recognize the crucial role played by older Newfoundlanders and Labradorians and all older citizens in our community and our Province. National Child Abuse Prevention Month, October, 2024WHEREAS: Children are the foundation for a prosperous and innovative society, and the foundation for a child's growth and development is established when the community takes responsibility for creating healthy environments where our children can thrive; and
WHEREAS: every child deserves to grow up in a safe, nurturing environment that fosters their physical, emotional, and social development; and
WHEREAS: Child abuse and neglect is an important societal concern that may affect the long-term health and well being of not only children, but also the adults they become; and
WHEREAS: Child abuse and neglect impacts our entire society and our society's future; and
WHEREAS: Child abuse prevention is a shared responsibility and finding solutions requires the involvement and collaboration of citizens, organizations and government entities; and
WHEREAS: This month, we call on individuals, families, communities, and organizations to recognize the devastating problem of child abuse and neglect and actively learn the signs of possible abuse. We urge everyone to seek resources, attend training, and spread awareness to ensure every child is safe, heard, and protected. We commit to creating a community where child abuse is recognized, reported, and prevented.

National Tree Day, September 25, 2024WHEREAS: On September 25th, the city of St. John’s proposed that a special day be set aside for the planting of trees. The celebration, declared National Tree Day, will be recognized by the planting of trees in St. John’s; and
WHEREAS: National Tree Day is now observed throughout the country; and
WHEREAS: Trees can reduce the erosion of our precious topsoil by wind, lower our heating and cooling costs, moderate the temperature, clean the air, produce oxygen, and provide habitat for wildlife; and
WHEREAS: Trees are a renewable resource giving us paper, wood for our homes, fuel for our fires and countless other wood products; and
WHEREAS: Trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community; and
WHEREAS: Trees, wherever they are planted, are a source of joy and spiritual renewal.
THEREFORE: I, Mayor Danny Breen, do hereby proclaim September 25, 2024, as National Tree Day in the City of St. John’s. National Forest Week, September 22-28, 2024WHEREAS: Canada’s forests are a valuable, renewable resource that contribute to our economy and the livelihoods of our communities; and
WHEREAS: Canada’s forests play a crucial role in maintaining healthy ecosystems, clean air and water and wildlife habitat whilst being an important aspect of climate change mitigation efforts; and
WHEREAS: St. John’s and its citizens rely on the surrounding forests for livelihood, health, and recreation; and
WHEREAS: This annual one-week campaign with the theme of “Two-Eyed Seeing: Welcoming all knowledge to sustain our forests” will be celebrated across Canada by individuals and organizations; and
THEREFORE: I, Mayor Danny Breen, do hereby proclaim Deptember 22-28, 2024, as National Forest Week in the City of St. John’s. Arthritis Awareness Month, September, 2024WHEREAS: Nationwide community support has been critical throughout Arthritis Society Canada’s 76-year history, enabling the organization to fulfill its mission to fight the fire of arthritis with research, advocacy, innovation, information and support; and
WHEREAS: Arthritis is a serious disease that causes debilitating pain, restricts mobility and diminishes quality of life. Six million people in Canada – 1 in 5 – live every day with the brutal realities of arthritis and there is no cure. Without a greater spotlight on this growing issue, the number of people in Canada with arthritis will rise to nine million by 2040; and
WHEREAS: During Arthritis Awareness Month this September, we will raise awareness, mobilize and engage communities to understand the devastating impact of arthritis, and stand with us to fight for an arthritis-free future; and
WHEREAS: We recognize the work underway to develop a nationwide Arthritis Action Plan to take on the big issues of arthritis, including prevention, equitable access to care and treatment, and elevating the urgency of the disease; and
WHEREAS: Arthritis Society Canada is Canada’s national charity dedicated to extinguishing arthritis for good.

World Refugee Day, June 20, 2024WHEREAS: World Refugee Day is designated each year on June 20 by the United Nations to recognize the strength and courage of people who have been forced to flee their home country to escape conflict or persecution. For 2024, World Refugee Day focuses on solidarity with refugees-for a world where refugees are welcomed; and
WHEREAS: the City of St. John’s is committed to developing a welcoming community and fostering an inclusive environment where diverse cultures are celebrated, and all citizens enjoy full participation in our society; and
WHEREAS: the City of St. John’s has partnered with the Association for New Canadians on a newcomer-focused exhibit at City Hall featuring recent refugees titled Everyone has a story to tell; and WHEREAS: the City encourages all residents to recognize that diversity is our strength and to view this Exhibit as an opportunity to welcome newcomers to their new home and become part of their settlement experience.
THEREFORE: I, Mayor Danny Breen, do hereby proclaim June 20, 2024, to be World Refugee Day in the City of St. John’s.
World Ocean Day, June 8, 2024WHEREAS: The ocean is home to hundreds of species at risk, vulnerable ecosystems, produces over half of the world's oxygen, and absorbs 25 percent of all CO2 emissions in our atmosphere, helping us minimize and mitigate the impacts of climate change.
WHEREAS: Countries around the world have committed to protecting 30% of their ocean territory by 2030 in order to reverse biodiversity loss and safeguard at-risk marine life.
WHEREAS: In celebrating the ocean and protecting its habitats and ecosystems, we can together raise the profile of ocean conservation's critical role in improving planetary health and slowing the crisis of species collapse and ecosystem decline.
WHEREAS: Every year, World Ocean Day is celebrated on June 8th worldwide to raise awareness of the crucial role our ocean plays in sustaining life and regulating our climate, and to inspire action to protect it.
THEREFORE: Be it proclaimed that the City of St. John’s recognizes June 8th, 2024 as World Ocean Day.
National Spinal Cerebrospinal Fluid (CSF) Leak Awareness Week, June 3-8, 2024WHEREAS: Intracranial hypotension (IH) or spontaneous intracranial hypotension (SIH) (SIH and HI, collectively the “Condition”) is a debilitating and often invisible medical condition resulting from a spinal cerebrospinal fluid (CSF) leak; and
WHEREAS: Spinal CSF Leak Canada is a charitable Canadian organization established to improve the lives of Canadians suffering from the Condition; and
WHEREAS: Spinal CSF leak is an important and under-diagnosed cause of disabling daily severe headache that is typically positional and there is little awareness of the medical condition among the public and within the medical community; and
WHEREAS: Under-diagnosis and/or misdiagnosis is extremely common, resulting in little or no treatment for many individuals who are suffering from this condition; and
WHEREAS: Raising awareness and educating the public and the medical community means more efficient diagnoses and better access to treatment for patients.
THEREFORE: I, Mayor Danny Breen, do hereby proclaim June 3rd – 8th, as National Spinal Cerebrospinal Fluid (CSF) Leak Awareness Week in the City of St. John’s.
Scleroderma Awareness Month, June 3, 2024WHEREAS: 1 in 2500 Canadians are estimated to be living with scleroderma, a progressive, chronic, auto-immune disease with no cure, which causes hardening of the skin and can affect internal organs of the body; and
WHEREAS: scleroderma can strike at any age and affect children, men and women; and
WHEREAS: Scleroderma Atlantic acts as a voice against scleroderma by raising public awareness, advocating on behalf of, and supporting those living with scleroderma and their families; and
WHEREAS: the National Scleroderma Conferences will be held in St. John’s in August 2024
THEREFORE: I, Mayor Danny Breen, do hereby proclaim the month of June 2024, to be Scleroderma Awareness Month.
National Health and Fitness Day, June 1, 2024WHEREAS: Parliament of Canada wishes to increase awareness among Canadians of the significant benefits of physical activity and to encourage Canadians to increase their level of physical activity and their participation in recreational sports and fitness activities; and
National Deafblind Awareness Month, June 1, 2024WHEREAS: deafblindness is a unique information-gathering disability that incorporates the dual-sensory loss of both sight and hearing. Individuals who are deafblind can live full, meaningful lives as independently as possible with the right supports in place, such as Intervenor Services; and
WHEREAS: the National Deafblind Awareness Working Group is led by groups and organizations across Canada that support individuals who are deafblind to increase their independence and improve their quality of life through specialized services; and
WHEREAS: the National Deafblind Awareness Working Group encourages the promotion of deafblindness and National Deafblind Awareness Month, including flag raisings and lighting up of local landmarks in communities across Canada; and
WHEREAS: June should be designated as Deafblind Awareness Month to recognize and celebrate the contributions that individuals who are deafblind make in their communities with the support of intervenors who serve as a bridge to communication for individuals who are deafblind;
THEREFORE: I, Mayor Danny Breen, do hereby proclaim June 2024, as National Deafblind Awareness Month in the City of St. John’s. |

AccessAbility Week, May 26- June 1, 2024WHEREAS: Accessibility and inclusion benefit us all - particularly the estimated 30.9% of people in Newfoundland and Labrador that live with one or more disabilities; and
WHEREAS: the City of St. John’s is committed to an accessible, inclusive, healthy and safe community for everyone. We strive to meet the diverse needs of our community by identifying, preventing and removing barriers so that all people can equitably live, work, play, and learn here; and
WHEREAS: the City is creating awareness about the importance of accessibility in this week’s celebrations by highlighting the work of the Inclusion Advisory Committee, encouraging the public to review our new three year Accessibility Plan, highlighting a life changing Therapeutic Recreation Program called Together In Movement and Exercise, and sharing information about inclusive and accessible built environments in our community that are available for people of all ages and abilities to enjoy; and

World Family Doctor Day, May 19, 2024WHEREAS: World Family Doctor Day celebrated May 19, 2024, offers an opportunity to recognize the exceptional efforts and unwavering commitment exhibited by Family Doctors to their patients. World Family Doctor Day recognizes the importance of Family Doctors and the role they play in healthcare in our province and communities; and
WHEREAS: The Endeavour Family Practice Network recognizes the effort to not only aspire to, but achieve and meet the needs of our family practice colleagues and patients.

Moose Hide Campaign Day, May 16, 2024WHEREAS: the Moose Hide Campaign is an indigenous-led grassroots movement of men, boys, and all Canadians – standing up to end violence against women and children;
WHEREAS: Intimate Partner Violence (IPV) is at epidemic proportions across Canada with more than 4 in 10 women having experienced it in their lifetime, and this reality is worse for Indigenous women who are twice as likely to experience violence from their current or former partners; and
WHEREAS: the Moose Hide Campaign has distributed over five million moose hide pins that each spark five conversations about issues of gender violence and injustice; and
WHEREAS: wearing the moosehide pin exhibits a commitment to honour, respect and protect the women and children in your life, and to work to end gender-based violence and take action towards reconciliation with Indigenous peoples;
THEREFORE: I, Mayor Danny Breen, do hereby proclaim May 16th. 2024, as Moose Hide Campaign Day in the City of St. John’s.
Pick it up for YYT Cleanup Campaign, May 14, 2024WHEREAS: Clean St. John’s exists as a community-based organization dedicated to promoting the involvement of all St. John’s citizens in environmental stewardship.
WHEREAS Major litter sources that contribute to the litter problems are improper commercial refuse putouts, including dumpsters, improper household refuse, construction and demolition sites, loading docks, uncovered vehicles, motorists, and pedestrians.
WHEREAS: Over 8000 volunteers are expected to take part in this spring cleanup campaign from schools, individuals, youth groups, tenant associations, service organizations, environmental groups, and businesses.
WHEREAS: It is expected that over 40 tons of garbage will be collected.
WHEREAS: This spring has been targeted for a city-wide cleanup campaign to encourage citizens, business, and community groups to assist in the cleanup of harmful litter that pollutes the environment.
THEREFORE: Be it resolved that I, Mayor Danny Breen hereby proclaim today May 14th, 2024 as the start of this spring’s Pick it Up for YYT Clean Up Campaign in the City of St. John’s.
Child and Youth Care Week, May 6-12, 2024WHEREAS: In 2002 International Child and Youth Care Week was recognized with the Intent to celebrate those who work with and support children and youth; and
WHEREAS: The Child and Youth Care Association of Newfoundland and Labrador promotes excellence in child and youth care by providing professional development opportunities, up-to-date information, and ethical standards. The organization advocates for vulnerable populations and supports the growth of those working in the field to ensure the highest quality of care for children and youth; and
WHEREAS: During International Child and Youth Care Week, The Child and Youth Care Association wants to recognize and give thanks to all the hard work that Child and Youth Care Workers undertake in our Provence, to take care of our most vulnerable and valuable resource, our children and youth. This recognition and thanks will be echoed in our local organizations and around the world; and
WHEREAS: State the end result of these activities – what will be achieved (e.g. raise awareness, instill civic pride, celebrate a special occasion) - end the entry with a semi-colon followed by the word.

Heart Failure Awareness Week, May 5-11, 2024WHEREAS: Canadian Heart Failure Awareness Week is marked across Canada to raise awareness of the causes of heart failure and the impact it has on individuals living with heart failure and their caregivers; and WHEREAS: There are nearly 800,000 people in Canada living with heart failure, which affects people of all ages; and
WHEREAS: People with heart failure experience debilitating symptoms such as shortness of breath, swelling, and exhaustion; and
WHEREAS: People caring for those with heart failure are often overwhelmed and stressed; and
WHEREAS: Heart failure is expected to cost Canada $2.8 billion per year by 2030; and
WHEREAS: Heart Failure Awareness Week was initiated by the Canadian Heart Failure Society, an organization of health professionals and patients, in collaboration with Heart and Stroke Foundation of Canada, Canadian Cardiovascular Society, Canadian Council of Cardiovascular Nurses, Canadian Association of Cardiovascular Prevention and Rehabilitation, Canadian Heart Function Alliance, Heart Life Foundation and Ted Rogers Centre for Heart Research.
WHEREAS: Canadian Heart Failure Awareness Week is now celebrated across Canada as a time dedicated to improving awareness and education on heart failure for people of Newfoundland and Labrador and all Canadians;

Youth Week, May 1-7, 2024WHEREAS: There is an increasing interest in intentional youth development through recreation in Canada that is founded on a substantial and growing body of research to support the role of recreation in the positive development of youth. Meaningful youth engagement through recreation emphasizes access, equity and social justice and leads to positive youth development.
WHEREAS: National Youth Week reminds us all of the valuable contributions that recreation and parks can make to youth development and that youth can make to community development and with the knowledge that National Youth Week is endorsed by a network of agencies and individuals committed to the positive development of youth;
THEREFORE: I, Mayor Danny Breen, do hereby proclaim May 1 to 7, 2024, as Youth Week in the City of St. John’s.
Huntington Disease Awareness Month, May 1, 2024WHEREAS: Huntington Disease (HD) is a hereditary, neurodegenerative illness with physical, cognitive, and emotional symptoms for which there is no cure; and
WHEREAS: one in every 7,000 Canadians has HD and approximately one in every 5,500 is at-risk for developing the disease. Many more are touched by HD as a caregiver, family member, or friend; and
WHEREAS: HD causes cells in specific parts of the brain to die. The disease leads to incapacitation and, eventually, death. It is likened to experiencing the symptoms of ALS, Parkinson’s, Alzheimer’s, and schizophrenia all in one disease; and
WHEREAS: Huntington Disease Awareness Month reflects the Huntington Society of Canada’s (HSC) mission, which is to aspire to a world free from HD. HSC celebrates the resilience and hope demonstrated by the HD community. HSC aims to maximize the quality of life of people living with HD by delivering support services; enabling others to understand the disease; and supporting further breakthroughs in research to find treatments that address the root cause of HD; and
WHEREAS: HSC works with health and social services professionals to enable them to better serve people living with HD; and
WHEREAS: HSC is a respected leader in the worldwide effort to end Huntington disease. HSC is the only national health charity dedicated to providing help and hope for families dealing with HD across Canada.

World Maternal Mental Health Day, May 1, 2024WHEREAS: Pregnancy and childbirth, or adoption, and the infant’s first year of life should be a period of joy and bonding for the entire family; and
WHEREAS: 28% of mothers in Newfoundland and Labrador will experience a significant mood disorder during and after pregnancy, possibly leading to a more severe mental illness; and
WHEREAS: Untreated, these mood disorders may lead to premature labour, admission to the neonatal intensive care unit, increased risks of obstetrical complications, lower breastfeeding rates, and poor fetal and infant outcomes (potential cognitive, emotional and behavioral impairments) and, in rare cases, even to suicide; and
WHEREAS: There are professional and peers in Newfoundland and Labrador who can assist parents and families deal with mood disorders; and
WHEREAS: The Perinatal Mental Health Alliance of Newfoundland and Labrador has been created to improve the care provided to birthing persons and their families;
THEREFORE: I, Mayor Danny Breen, do hereby proclaim May 1st, 2024 as World Maternal Mental Health Day. in the City of St. John’s.
Melanoma and Skin Cancer Awareness Month, May 1, 2024WHEREAS: It is imperative that communities across Canada be reminded of the important of sun safety; and
WHEREAS: Over-exposure to UV radiation is one of the major causes of melanoma and non-melanoma skin cancers; and
WHEREAS: Skin cancer is the most common of all cancers. 1 in 6 Canadians born in the 1990s will get skin cancer in their lifetimes; and
WHEREAS: Many people seek sun without taking the advisable precautionary measures and are unaware that any darkening of skin colour, including a tan, is indicative of UV damage; and
WHEREAS: Skin self-examinations should be performed on a monthly basis because skin cancers are highly treatable when detected early; and
WHEREAS: Save Your Skin Foundation is dedicated to the fight against non-melanoma skin cancers, melanoma and ocular melanoma through nationwide education, advocacy, and awareness initiatives

MS Awareness Month, May, 2024WHEREAS, multiple sclerosis is a chronic, unpredictable, often disabling, demyelinating neurological disease affecting an estimated 100,000 Canadians as well as their families, friends, and employers, and
WHEREAS, MS symptoms vary widely and may lead to problems with numbness, coordination, vision and speech, fatigue, as well as weakness, mobility issues and even paralysis, and
WHEREAS, people with MS are often misunderstood because many of their symptoms including fatigue, weakness, cognition difficulties, vision loss, and depression are "invisible", and
WHEREAS, although there is no known cure, with early drug therapy and proper healthcare management, disease progression can be slowed, helping people with MS to live active, rewarding, and productive lives, and
WHEREAS, The S’Myelin Warriors Newfoundland and Labrador is a local not for profit group raising awareness of MS and bringing support to people living with MS in Newfoundland and Labrador, and
WHEREAS, The S’Myelin Warriors Newfoundland and Labrador is made up of volunteers who advocate for people living with MS in Newfoundland and Labrador, and
WHEREAS, increased awareness and public education not only enhances the quality of life of people living with MS, but also stimulates funds for vital research aimed at developing more disease-modifying treatments and ultimately a cure, and
WEREAS, the dedication and commitment of the supporters and volunteers here today makes this possible,

Guillain-Barré Syndrome (GBS), Chronic Inflammatory Demyelinating Polyneuropathy (CIDP) Awareness Month, May 1, 2024WHEREAS, The Month of May, has been internationally designated as "GBS and CIDP Awareness Month" to educate the public and to focus attention on Guillain-Barré Syndrome (GBS) and Chronic Inflammatory Demyelinating Polyneuropathy (CIDP), rare, paralyzing and potentially catastrophic disorders of the peripheral nerves; and
WHEREAS, Guillain-Barré Syndrome (GBS), Chronic Inflammatory Demyelinating Polyneuropathy (CIDP), and their variants such as Multifocal Motor Neuropathy (MMN), are rare conditions which are paralyzing and potentially catastrophic inflammatory disorders of the peripheral nerves, which can be characterized by rapid onset of weakness and, often, paralysis of the legs, arms, breathing muscles and face, in some cases leading to complete paralysis and requiring life-sustaining hospital care, and
WHEREAS, the cause of GBS, CIDP, and MMN is unknown, and these conditions can develop in any person, regardless of age, gender or ethnic background, and
WHEREAS, GBS, CIDP, and MMN have a slow and unpredictable recovery, patients and their families face an uncertain future, usually requiring months of hospital care without knowing if or when they will recover, or whether they will face long-term disabilities. Earlier diagnosis, treatment, and access to rehabilitation services can improve the chances of avoiding permanent lifelong residual damage of the nerves, and
WHEREAS, in 2003, GBS/CIDP Foundation of Canada, a patient organization providing support, education, research, and advocacy, was founded so that no patient or family would go through GBS,CIDP, MMN or their variants alone. |

World Primary Immunodeficiency Week, April 22-29, 2024WHEREAS: ImmUnity Canada's vision is that all Canadians with immunodeficiency disorders have access to the resources they need to thrive, works with patient families and caregivers as well as healthcare professionals, and empowers people impacted by immunodeficiency disorders to live well through education, support, advocacy, community-building, and research; and
WHEREAS: ImmUnity Canada provides both national as well as regional/provincial services related to immunodeficiency including education, support, advocacy, and research to thousands of patients; and
WHEREAS: ImmUnity Canada will unite its supporters across Canada during World Primary Immunodeficiency Week; and
WHEREAS: The goal is to increase the awareness and advocacy in support of the Primary Immunodeficiency population in our city and across Canada;

National American Sign Language Day, April 15, 2024WHEREAS: National American Sign Language Day 2024 marks 206 years since American Sign Language has been taught in a school setting as the first school for the deaf was founded on April 15, 1817; and
WHEREAS: National ASL day continues to bring awareness and encourage people to learn sign language to better communicate with those that rely on it; and
WHEREAS: On the evening of Monday April 15, 2024, there will be 3 students graduating from the American Sign Language Course (levels 1 and 2) from Healing Life Victory Church; and
WHEREAS: We aim to continue encouraging people to learn ASL and help break down the barriers for the deaf and hard of hearing community.

Volunteer Week, April 14-20, 2024WHEREAS: The City of St. John’s recognizes the enormous contribution that volunteers and community organizations make to the social, cultural, and economic development of our province; and
WHEREAS: It has been recognized that volunteers in Newfoundland and Labrador have a significant and positive impact on the quality of life for our citizens; and
WHEREAS: The City of St. John’s acknowledges the theme “EVERY MOMENT MATTERS” for Volunteer Week 2024 and recognizes the many people who contribute to our city by volunteering.

World Autism Awareness Day, April 2, 2024WHEREAS: World Autism Awareness Day was created by the United Nations General Assembly and is acknowledged annually on April 2. The Autism Society, Newfoundland & Labrador (ASNL) continuously works to center Autistic voices and support individuals and families not only on April 2 but every day throughout the year; and
WHEREAS: Autism is a Neurotype and part of the range of natural variation in human neurological development. Human beings have a diverse range of Neurotypes. This diversity in human neurotype is what we call “Neurodiversity”. Neurodiversity is a part of nature’s normal biodiversity. This biodiversity ensures all species have healthy ecosystems in which to thrive. Autism is a Neuro developmental difference and may therefore, be on a different developmental timeline. Autistics may avail of supports in different areas at different times across their lifespan.
WHEREAS: ASNL is a team of autistics and accomplices that listens to, acts with and advocates for the autistic community. ASNL elevates autistic voices to shift the cultural understanding and societal competence towards neurodiversity-affirming systems, processes and understanding.
THEREFORE: I, Deputy Mayor Sheilagh O’Leary, do hereby proclaim April 2 as World Autism Awareness Day while committing to embrace neurodiversity today and every day throughout the year. Royal Canadian Air Force Centennial, April 1, 2024WHEREAS: The Royal Canadian Air Force Centennial; and
WHEREAS: For almost 100 years, the Royal Canadian Air Force and its personnel have been protecting Canada, its interest at home and abroad, and most importantly, its people. Whether it be protecting our aerospace from foreign incursion, or assisting with disaster relief, the Royal Canadian Air Force has stood ready to serve this great nation; and
WHEREAS: Locations across Canada will be illuminating the Skies with RCAF blue, City halls will be raising the RCAF flag, and gardens and greenspaces will be planting the official RCAF tulips, all in commemoration and celebration of the Centennial of the Royal Canadian Air Force; and
WHEREAS: A sense of pride in the Royal Canadian Air Force, their Air Force, will be achieved, while also brining awareness to all of the amazing things that the RCAF and it’s personnel have accomplished in the past, continue to accomplish in the present, and will be accomplishing in the future; and

Wear Red Canada Day, February 13, 2024WHEREAS, Heart disease is the number one killer of women worldwide and the leading cause of premature death for Canadian women, a fact unknown to many women and their healthcare providers; and
WHEREAS, The Canadian Women’s Heart Health Alliance is an organization of volunteer health professionals and patients working hard to improve women’s heart health; and
WHEREAS, Wear Red Canada Day is celebrated annually to raise awareness for all Canadians, but especially Canadian women, to be mindful, curious, and proactive in the management of their heart health and wellness; and
WHEREAS, We want to see better prevention, diagnosis, and care and fewer women dying prematurely from heart disease;
THEREFORE, I, Danny Breen, Mayor of the City of St. John’s, do hereby proclaim February 13, 2024, Wear Red Canada Day in the City of St. John’s. 211 Day, February 11, 2024WHEREAS: February 11 is proclaimed as 211 Day in Newfoundland and Labrador; and
WHEREAS: the main goal of 211 is to connect people in our province with the help they need when they need it most. 211 is in every province and territory and it is Canada's primary source of information and referral for government and community-based programs, as well as non-clinical and social services. It operates 24/7, is free and confidential, can accommodate over 150 languages, can accommodate people who are deaf, deafened, and hard of hearing, and wait times are minimal. We can connect people to clinical programs and services through live transfers. All calls are answered by trained and certified service navigators who are ready to listen, assess, provide service navigation and to advocate if needed; and
WHEREAS: 211 will be organizing building illuminations, encouraging municipalities in Newfoundland and Labrador to proclaim February 11 as 211 Day, distributing 211 promotional materials, and offering information sessions both in-person and virtually to help the people in our province to learn more about 211; and
WHEREAS: these activities will create awareness of 211 and help people to recognize that 211 can be accessed by anyone living in Newfoundland at anytime by phone, chat, or the web; and
THEREFORE: I, Mayor Danny Breen, do hereby proclaim Sunday, February 11, as 211 Day in the City of St. John's. Congenital Heart Disease Week, February 7, 2024WHEREAS: Congenital Heart Disease (CHD) is the most common of all birth defects, occurring in about one in every 100 births in Canada. Heart defects are present at birth and affect the structure of the heart and how blood flows throughout the heart and body; and
WHEREAS: More than 50 percent of all children born with CHD will require at least one invasive surgery in their lifetime; and
WHEREAS: Survival of children with CHD has greatly improved thanks to advances in medical technology, but for some, CHD means lifelong cardiac care; and
WHEREAS: The Canadian Congenital Heart Alliance continues to bring awareness to the cause so that fundraising for research required to ensure access and advances to ongoing care and support for CHD patients continues.

Black History MonthWHEREAS: Black History Month is an internationally recognized annual celebration designed to highlight and recognize the actions, achievements and contributions of Black people around the world;
WHEREAS: We currently live on unceded Indigenous territory, and Black Lives Matter NL knows that as there is no Black liberation on stolen land; and
WHEREAS: Black Lives Matter NL asks the City of St. John’s to recognize and strengthen the historical relationships between Indigenous Peoples and the Black community; and
WHEREAS: Black people have been a part of Canada, since the early 1600’s, and have contributed to the country’s and province’s growth, despite the presence of systemic anti-Black racism and other forms of systemic oppression;
WHEREAS: The City of St. John’s recognizes the significant cultural, social, political and economic contributions that Black people continue to make to the City of St. John’s and across the province.
WHEREAS: Black Lives Matter NL is a non-profit organization that fights against anti-Black racism, supports the Black community of Newfoundland and Labrador, fosters Black-centric networks, and works towards liberation from all state-sanctioned forms of oppression, injustice violence and brutality against vulnerable and marginalized communities; and
WHEREAS: We ask that The City of St. John’s and community partners of BLMNL pledge to host inclusive events and activities which focus on celebrating Black peoples within the province in the month of February and throughout the year;
THEREFORE: I, Mayor Danny Breen, do hereby proclaim February as Black History Month in the City of St. John’s. National Day of Remembrance of the Quebec City Mosque Attack, January 29, 2024
Whereas: six persons were killed and 19 persons were injured by a gunman who entered the Islamic Cultural Centre of the City of Québec shortly after the end of evening prayers on January 29, 2017 and opened fire;
Whereas: this act of terror devastated the families and friends of the victims, Muslim communities in Quebec, across Canada and around the world, and all Canadians;
Whereas: it is important that Canadians have an opportunity to honour the memory of the victims, to recognize those who selflessly and courageously put themselves in harm’s way to protect others and to express solidarity with the survivors of this tragedy;
Whereas: Islamophobia, racism, violent extremism, and the denial of these realities are at the root of this horrifying crime;
Whereas: it is important that Canadians denounce Islamophobia and all other forms of racism, hate and religious discrimination and take action to combat them;
