The St. John's Specifications Book contains the specifications used for the construction of roads, bridges, water and sewer infrastructure and other miscellaneous civil works. It also contains temporary traffic control measures used by contractors while working on City streets.

Before bidding on a project, contractors need to be aware of safety obligations. You must sign a statutory declaration for occupational health and safety. We have a safety checklist to complete before any work begins.
A representative of the contracting company must attend a general orientation to become familiar with the City's safety expectations and general guidelines. At least one week before work starts, we will meet with you to discuss safety hazards and challenges specific to the job.
Contractors will provide a letter of good standing if the contract has significant occupational health and safety risks. This letter says you are certified by the Newfoundland and Labrador Construction Safety Association. It is required within 14 days of the award of the contract before the work begins.
