The City of St. John’s has installed Level 2 Electric Vehicle (EV) Charging Stations for public use at these locations:
If for some reason the charger is not working, please report it to the Access Centre and proceed to another parking spot.
The City of St. John’s assumes no liability for damages or injury from the EV Charging Stations.
A nominal hourly fee of $1.50 will be charged for EV Charger use. The Charger fee will be applied in addition to parking fees (where applicable). This is automatically applied through PaybyPhone. These EV Charger fees help the City support the program and they will be reviewed annually to ensure maintenance and charging costs are covered.
EV Charging Stations are reserved for EVs to park while being physically connected to the chargers, up to a maximum of 3 hours. Any vehicle parked in an EV Charging Space that is not physically connected to the charger will be in violation of the City’s Ticketing Amendment By-Law. Any vehicle that is parked in an EV Charging Space which has not paid for parking and electricity will be in violation of the City’s Paid Parking Regulations. Violations of City bylaws will be enforced accordingly.
Level 1: Is a charger that can be used by plugging one end into any standard 120V outlet. These take about 20 hours to provide a charge of 200 kilometers (124 miles).
Level 2: Is a charger that is connected to 240V, which allows charging 3 to 7 times faster than a Level 1 depending on the electric car and the charger.
Level 3: Is a Fast Chargers that provide a direct current of power to the battery. How long it takes to charge dependent on a number of factors, but many cars are capable of getting an 80% charge in about 1 hour with most Level 3 chargers. Most of these are currently owned by Newfoundland Hydro in the province.
Aside from the City-owned chargers, you can use this map to find other EV chargers in the region, across the province and throughout the country.
How do I use the Electric Vehicle Charging Station? |
|
Are gasoline or diesel cars allowed to park in the Electric Vehicle Charging Station Parking Spots? |
No, these spaces are to only be used for actively charging electric vehicles. Any vehicle that parks in an EV space while not connected to the charger carries a minimum fine of $60. |
How long does it take to charge my car in these chargers? |
It depends on the size of your car’s battery. The City’s chargers provide approximately 7.2 kilowatts per hour. There is a maximum parking/charging time in each space of three hours to help ensure vehicle turn over. The maximum time does not consider the amount of time needed to charge a car’s battery, while it will provide a reasonable charging time for most vehicles. |
What type of chargers are these? |
These are Level 2 chargers, which provide charging speeds of approximately 7.2 Kilowatts per hour. |
What does it cost to charge my electric car? |
The City charges $1.50 per hour to support the charging infrastructure program, in addition to any regular parking fee for the area; fees are automatically calculated and processed by PaybyPhone. |
Can I park my Electric Vehicle and not plug it in and just pay for the parking spot? |
No, any car parked in any EV Charging space that is not physically connected to the charger will be in violation of the City’s Ticketing Amendment By-Law and be enforced accordingly. |
Electricity is not flowing to my vehicle. |
Attempt to unplug and plug the charger again into the vehicle. If that does not work, the space is unavailable for charging, please relocate to another EV charging space. Report the equipment malfunction to Access St. John’s. |
The PaybyPhone App is not working |
Report the details of the error you are receiving to Access St. John’s. |
Do these fees or parking enforcement fines apply to Chargers not owned by the City? |
No, the fees and Parking Enforcement only apply to Chargers owned and operated by the City. This does not apply to Electric vehicle chargers on private property or owned by others (e.g., Newfoundland Hydro, the Avalon Mall, Bannerman Brewery, Eastern Health or any other privately owned chargers). |
The Charger is covered - what does this mean? |
This means the EV Charger is out of service, and the area is not available for parking. |
I paid for my charging time but didn’t get any charge (i.e., electricity) into my car’s battery, can I have my money back? |
The charger fee is not based on the electricity provided; it is a fee put in place to support the EV chargers infrastructure program itself. The City can’t issue refunds for “unused” time when parking or use of the chargers. Please report the equipment malfunction in Access. |
