If you're planning to complete plumbing work on your property, it's important to know that only a licensed plumbing contractor is authorized to perform this work.
Permits for plumbing work are issued exclusively to licensed plumbing contractors. The City licenses contractors who employ Journeyman Plumbers with a minimum of two years of experience and interprovincial qualifications.
While the City does not issue plumbing permits directly to property owners, it is the owner’s responsible to hire an authorized, licensed plumbing contractor and ensuring that a permit is obtained for the work.
Plumbing inspections are carried out to ensure compliance with the City of St. John’s Plumbing By-Law and the National Plumbing Code.
The by-law sets minimum standards for plumbing system design and installation across all residential, commercial, and industrial properties, with the goal of protecting public health.
Inspections are conducted at various stages of the project. Staff monitor progress in new construction and also inspect repairs and renovations in existing buildings.
