Public Hearing - East White Hills Road

The St. John’s Municipal Council adopted St. John’s Municipal Plan Amendment Number 113, 2013 and the St. John’s Development Regulations Amendment Number 567, 2013 at its regular meeting held on Monday, Jan. 20, 2014 and hereby gives notice of its intent to seek registration of the amendments from the Minister of Municipal Affairs in accordance with the Urban and Rural Planning Act.

The effect of the St. John’s Municipal Plan Amendment Number 113, 2013, would be to re-designate land located off East White Hills Road from the Rural Land Use District to the Industrial Land Use District.

The effect of the St. John’s Development Regulations Amendment Number 567, 2013, would be to rezone land located off East White Hills Road from the Rural (R) Zone and Commercial Industrial (CI) Zone to the Industrial General (IG) Zone.

The amendments are in reference to an application submitted to the City of St. John’s by Capital Ready Mix Ltd. to allow expansion of the company’s existing quarry operations. Please see the map in the background information linked below showing the application property.

In order to allow these proposed amendments, an amendment to the St. John’s Urban Region Regional Plan is proposed.  St. John’s Urban Region Regional Plan Amendment Number 10, 2013 proposes to re-designate land off East White Hills Road from “Public Open Space” and “Restricted” to “Rural”. 
 
A public hearing to consider St. John’s Urban Region Regional Plan Amendment Number 10, 2013 and St. John’s Municipal Plan Amendment Number 113, 2013, and St. John’s Development Regulations Amendment Number 567, 2013, will be held on Thursday, Feb. 6, 2014, 7 p.m. at St. John’s City Hall. The public hearing will be chaired by an independent commissioner jointly appointed by the Minister of Municipal Affairs and the St. John’s Municipal Council.

A Public Hearing is scheduled for Thursday, Feb. 6, 2014, 7 p.m. in the Foran/Greene Room, fourth floor, City Hall. The Public Hearing will be conducted by an independent Commissioner appointed by Council. Any person wishing to make a submission on the proposed amendments must provide a signed written statement to the  Office of the City Clerk by 4:30 p.m., Tuesday, Feb. 4, 2014, either by mail: P.O. Box 908, St. John’s, NL, A1C 5M2; fax: (709) 576-8474 or e-mail: cityclerk@stjohns.ca. Written submissions received will become a matter of public record. If no written objections to the amendments are received by the deadline noted, the public hearing for these amendments may be cancelled by the City in accordance with the provisions of the Urban and Rural Planning Act.
