Why Did the City Reject the Mosque Application?

A recent story on a local news station states that an application for a mosque was rejected on a technicality - simply because a mosque is not specifically referenced in the Development Regulations. 

This report is not factual.

The application referenced in this story was in fact made in 2010 for land on Sugarloaf Road. The Rural and Open Space zone in which the land is located does not allow for such development (be it a mosque, church, or other public facility). The recommendation to reject rather than rezone or undergo a text amendment to allow this development type was based on the lack of infrastructure in the area, the suitability of the road for emergency access, the fire fighting capability and the neighbouring commercial/industrial uses.
