Housing Catalyst Fund Grant Application

Affordable housing is a critical issue for the City of St. John’s. We want St. John’s to be a vibrant, inclusive and thriving city with a wide range of affordable housing options that contribute directly to community health, sustainable growth and economic security. The Housing Catalyst Fund allows the City of St. John's to be a catalyst for practical and collaborative projects that produce tangible housing solutions for its residents. The City’s role through this fund is to work collaboratively with community groups and other stakeholders (Builders, Developers, etc.) to facilitate and plan housing solutions that will enhance the quality for life for individuals and families, and build a healthier community.

The Housing Catalyst Fund may also be used to create affordable housing awards that publicly recognize creative and successful new housing solutions as well as innovative housing workshops, and guidebooks on new housing models and proven construction and development techniques.

A scan of several cities that have established housing funds revealed that flexible criteria within a set of broad priorities is the most effective means to determine the allocation of funds. Local experience with the Homelessness Partnering Strategy (HPS) funding shows the same. Therefore the process for setting funding criteria for this Housing Catalyst Fund follows the same general process. The broad priorities include, but are not necessarily limited to, the following:
Affordable Rental
  • Affordable Home Ownership
  • Seniors/Age Friendly Housing 
  • Universal Design/Accessible Housing
  • Energy Efficiency/Energy Retrofits 
  • Mixed Use - an opportunity to incorporate affordable housing into a commercial construction project (e.g. hotel, mall, office)
  • Medium Density (i.e. apartment and townhouses)
  • Brownfield Redevelopment - vacant places where activities may have left contamination (i.e. factory, gas station)
  • Vacant Lot Redevelopment 
Amount: Applicants can apply for up to $10,000 per project
Deadline to apply: October 20, 2017
Timeline: Projects should be anticipated to start by December 2017 and be completed by December 2018
Eligibility: To be considered, projects must be solution focused, action oriented and realistic. They must also be in line with the City’s Affordable Housing Business Plan. Projects that will have a significant impact on creating, maintaining, and/or supporting local affordable housing and/or that do not currently qualify for other funding options, will be prioritized. Prior recipients can apply for the Housing Catalyst Fund again if it is for a different project.
