Personally Approved Debits for Residential Properties

Please note: This program is for residential account holders only.

No more standing in line, writing cheques or worrying about due dates. The Personally Approved Debits (PAD) plan allows you to make monthly payments on your taxes by automatic bank withdrawals from your account.

How Do I Apply?
You can apply to the Personally Approved Debit plan by completing an application form and attaching a void unsigned cheque. If you are paying taxes on more than one account with the City of St. John's, you must complete a separate application form for each account.

Payment Options
The City of St. John's offers two payment options:

  1. Paying In Advance - Using this option, no interest generates on the tax account. A credit balance is maintained so that when taxes are due there is sufficient funds to pay them. Bills are paid in full at the end of Feb. & Aug. of each year as required by City policy on payment of taxes.
  2. Regular Payment - This option spreads the payment of your tax bills over the year. Interest of 1.25% is paid on the declining balance owing at the end of each month. Bills will be paid in full at the end of the year

Non Payment
If a payment is not honoured by your financial institution the City of St. John's will contact you to arrange payment plus interest and charge an administrative fee of $20 for the non-payment. If three or more payments are missed in the same taxation year, the City of St. John's has the option of cancelling the agreement and invoicing you for the total taxes owing and interest.

Supplementary Tax Bills
All supplementary tax bills are to be paid in full by the due date indicated on the bill. If you wish to have this bill added to your current PAD account, please contact Revenue Accounting Division (709)576-8251.

Termination of Personally Approved Debits (PAD)
You may withdraw from the Personally Approved Debit plan by giving written notice 10 days before the next scheduled payment is due.

The City of St. John's has the option of terminating your enrollment in the Personally Approved Debit plan if three payment requests are returned by your financial institution in the same taxation year.

Change in Banking Information
You may change banking information by providing us with written notice and a void cheque for your new account at least 10 days in advance of the next scheduled payment date.
 
Payments not honored due to change in banking information not being received by our office will be treated the same as Non Payment.
 
Change in Ownership
If your property is sold or transferred, please notify Revenue Accounting Division, in writing, 10 days in advance of the next scheduled payment to cancel your enrollment in the Personally Approved Debit plan. When requested, we will provide your solicitor with tax and payment information. 
  
Changes to your Municipal Tax Account
Please notify us immediately of changes in mailing address.

If your Personally Approved Debits need to be adjusted due to changes in your municipal taxes, you will be notified by letter in January of each year of these changes

9:00am – 4:30pm.

Please note: If you withdraw or your enrollment in the Personally Approved Debit Plan is cancelled, all unpaid taxes are due and are subject to interest charges for late payment.
