How Do I Apply?
Commercial/mixed use property owners can make monthly payments on their municipal tax account by completing a Personally Approved Debit (PAD) application form and attaching a void cheque or bank authorization form.
 
If you are paying taxes on more than one property with the City of St. John’s, you must complete a separate application form for each property.

Payments
The City offers three payment dates to choose from 15th, 26th or the 30th of each month.  Please select one date for the monthly withdrawal.
 
Indicate on the form the payment amount.  The payment amount should pay the quarterly tax bills and arrears that may be on the account in full by the end of the calendar year.
 
PLEASE NOTE: The payment amount indicated will remain in effect until the City is notified in writing at least 10 days before the next scheduled payment to change the amount or to cancel the payments.  Owners are asked to monitor their municipal tax account to ensure payment amount indicated is sufficient to pay current taxes bills and any arrears that may exist.

Non Payment
If a Personally Approved Debit is not honored by your financial institution, the City of St. John’s will contact you to arrange payment plus interest if applicable and charge an administrative fee for the non-payment.
 
If three or more payments are missed in the same taxation year, the City of St. John’s has the option of cancelling the agreement and invoicing you for the total taxes owing and interest.
 
Supplementary Tax Bills
All supplementary tax bills are to be paid in full by the due date indicated on the tax bill.
Due to this increase in your property’s assessed value, please call (709) 576-8400 to have the monthly PAD amount recalculated.

Termination of Personally Approved Debits (PAD)
Please provide us with a written request at least 10 days in advance of the next scheduled payment to cancel.
 
The City of St. John’s reserves the right to terminate your PAD enrollment if three or more payment requests are returned by your financial institution in the same taxation year.

PLEASE NOTE: If you withdraw from or your enrollment for Personally Approved Debits is cancelled, all unpaid taxes are due and are subject to interest charges for late payment.

Change in Banking Information
You may change banking information by providing us with written notice and a void cheque for your new account at least 10 days in advance of the next scheduled payment date.
 
Payments not honored due to change in banking information not being received by our office will be treated the same as non-payment.
 
Change in Ownership
If your property is sold or transferred, please notify Revenue Accounting Division, in writing, 10 days in advance of the next scheduled payment to cancel your enrollment in the Personally Approved Debit plan. When requested, we will provide your solicitor with tax and payment information. 
  
Changes to your Municipal Tax Account
Please notify us immediately of changes in name or mailing address.
 
If your municipal tax amount increases or decreases due to changes in assessed value or mil-rate, you must notify the City in writing 10 days before the next scheduled payment of the new payment amount.
 
Please Note: It is the property owner’s responsibility to change the payment amount based on taxes and bill due dates.  Failure to do so, may lead to collection activity.
