Shawn Skinner, P. Mgr., C.Mgr., ICD.D is currently the Training Director for the Carpenter Millwright College (United Brotherhood of Carpenters and Joiners of America).
He has been a lifelong community volunteer and served as Chair of End Homelessness St. John’s from 2012-2018. Shawn continues to remain an active volunteer and has been a long-time Board member with the St. John’s Boys and Girls Club, the Royal St. John’s Regatta Committee, Friends of Victoria Park, CNIB and many other community-based organizations. He is also an Honorary President and Honorary Life Member of the Benevolent Irish Society.
Before his recent election to St. John’s municipal Council on October 20, 2020, Shawn was elected twice as a Member of the House of Assembly for St. John’s Centre, serving from 2003-2011. He served the people of the Province as the Minister of Natural Resources; Minister of Innovation Trade and Rural Development; Minister of Human Resources, Labour and Employment and was also Parliamentary Secretary to the Premier.

He has also previously served the people of St. John’s as a City Councillor from 1993-1997.
In the private sector, Shawn has owned and operated his own businesses for more than 35 years. 
Shawn is a graduate of the Computer Studies Program at the College of Trades and Technology; he has a Certificate in Adult Education from St. Francis Xavier University and he has received his Professional Manager (P. Mgr.) and Chartered Manager (C.Mgr.) designation from the Canadian Institute of Management as well as having completed the Institute of Corporate Directors Program (ICD.D) in 2017.
He and his wife, Judy, are the proud parents of 3 adult children and have 5 grandchildren.
