The City of St. John's believes affordable housing is a foundation for a safe, prosperous and healthy community.
To be affordable, housing must cost less than 30% of pre-tax household income. For renters, shelter costs include rent and utilities. For owners, shelter costs include mortgage payments, property taxes, condominium fees and utilities.
Did you know?... One in four St. John's residents currently face an affordability issue. We have a lot of work to do, and we can't do it alone. This is why we work with partners, stakeholders and residents to create and maintain safe, suitable, and affordable housing.

Since 1982, the City has developed and managed over 400 units.
In 2018, Council approved, the 10-year Affordable Housing Strategy. The strategy looks at housing solutions across the continuum. It focuses on creating housing for those is the growing affordability gap - those with incomes too high for a housing subsidy but too low to afford market rental or ownership options.
